What is Ukraine RoHS?

Ukraine RoHS, officially the Technical Regulation on the restriction of the use of certain hazardous substances in electrical and electronic equipment, was enacted under:

It came into force on September 22, 2017 and mirrors EU RoHS (Directive 2011/65/EU), but with local documentation, labeling, and certification requirements — including the UkrSEPRO conformity mark.

What Products Are In Scope of Ukraine RoHS?

Ukraine RoHS applies to almost all EEE categories, including:

  • Large & small household appliances
  • IT & telecom equipment
  • Consumer electronics
  • Lighting equipment
  • Power tools
  • Medical devices
  • Monitoring & control equipment
  • Automatic dispensers
  • Other electrical and electronic gear

Batteries are out of scope — governed by separate rules.

Ukraine uses the same limits and substance list as the EU — including the four phthalates added in the 2019 EU update.

Ukraine RoHS Declaration of Conformity (DoC): What’s Required?

  • Must be in Ukrainian
  • Must list applicable standards, exemptions, and product info
  • Must be signed by the manufacturer or authorized representative

Tip: Your EU DoC won’t cut it unless you meet Ukrainian language and labeling requirements.

Ukraine RoHS Certification & UkrSEPRO Marking

Unlike the CE mark, Ukraine mandates the UkrSEPRO conformity mark. This mark proves that:

  • Your product passed conformity assessment
  • A valid DoC exists
  • Technical documentation is complete and accessible

Products must follow Decree No. 1184 for marking placement.

Ukraine RoHS Technical Documentation: Now Based on DSTU EN IEC 63000:2020

Ukraine adopted ДСТУ EN IEC 63000:2020 (State Standard of Ukraine, aligned with EN IEC 63000:2018).

It replaces the older ДСТУ EN 50581:2014 and sets requirements for building technical files.

Required docs include:

  • RoHS test reports
  • Bill of materials (BOM)
  • Supplier declarations
  • Risk assessment
  • User manuals (in Ukrainian)
  • Signed DoC

Your old DoCs are valid for legacy products — but update for any new SKUs.

Understanding Ukraine RoHS Compliance

Ukraine RoHS (Decree No. 139, March 10, 2017) restricts ten hazardous substances in electrical and electronic equipment, mirroring the EU’s RoHS 3 list (including lead, cadmium, DEHP‑DIBP phthalates). It aligns with EU thresholds but adds country-specific documentation, labeling, and UkrSEPRO certification requirements.
Ukraine’s RoHS covers almost all EEE categories: large & small household appliances, IT/telecom devices, lighting, power tools, toys, medical and control equipment, and automatic dispensers. Batteries are excluded under separate regulations
The limits are identical to EU RoHS : 0.1 % w/w for most substances, lead, mercury, hexavalent chromium, PBBs, PBDEs, and phthalates (DEHP, BBP, DBP, DIBP); cadmium is capped at 0.01 % in homogeneous materials
A Ukrainian-language DoC is mandatory, listing all applicable standards, exemptions, product details, and authorized signatures. EU-language DoCs aren’t accepted unless officially translated.
UkrSEPRO is Ukraine’s national mark of conformity, used instead of CE. It signifies successful conformity assessment under local Decree 1184, requiring accredited test reports and approval from authorized bodies
Ukraine has adopted DSTU EN IEC 63000:2020 (the national version of EN IEC 63000:2018 ) for RoHS technical documentation. It supersedes DSTU EN 50581:2014 and defines mandatory file structure—including BOM, risk assessment, DoC, test reports, and Ukrainian-language manuals.
